P&A  represented the Government of the State of California in Argentina, Brazil and Chile, and the Council of Great Lakes Governors of the United States, formed by the Governments of the States of Ohio, Minnesota, Indiana, Pennsylvania, New York, Wisconsin, Illinois, and Michigan, on issues related to export promotion in Argentina.
